Im glad i found this because i am seriously going through the same odd micro stutter and frametime spikings. This started happening right at the same time as u for some odd reason. Edit: Id like to add that my framerate will be high aswell utilization of gpu at 99% ofcourse just fine.

I use Fraps and found plotting the data (frametime) with FrapsUtilityViewer help see the hickup frequency and size and pointed me towards some specific apps that caused the issue to be worse. (frametime of hickup got larger with time and its period was repeating). I recommend having “Framerate” display as “text” and “Frametime” display as “text, graph” for better visualization. That way, it's easier to notice any frame pacing issues (ideally, your frametime line should remain flat, meaning that frame times are constant - less stuttering).

I find this to be pretty odd, as RivaTuner only shows me dropping 1-2 fps and my frametime stays at 16.6, but the frametime graph shows a massive spike and it is definitely a hell of a stutter visually. Hoping it gets sorted out soon, as it's distracting to say the least.

You can have good framerate but have frametime spikes which will cause a momentary microstutter. As a general rule the higher the framerate, the less chance of frametime spikes but even at 60fps, its possible to get frametime spikes as Rick has shown.
